The Norwegian Ship Registers NIS/NOR is a governmental ship register responsible for administration of norwegian laws on the matter. Therefore, the NIS-NOR should be formally (legally) correct. According to the web of the manager (and former owner) http://www..rieber-shipping.no/?page=69&show=353 Polar Duke was built for the company. The Rieber Company has (or had) a daughter company in Canada (St. Johns, Newfoundland), and the changes in (about) 1989 were probably transactions between companies with common owners (or no change of owner?)
